Favorable factor
First, fire safety requirements are becoming stricter
The promulgation of laws and regulations on flame retardant and fire prevention in developed countries in Europe and the United States can be traced back to the middle of the 20th century.Later, a number of fire safety regulations have been promulgated, as well as very strict and detailed fire resistance test standards for various materials. Clothing, vehicle interiors, toys, and building materials have a wide range of coverage. Since then, flame retardants have gradually been widely used. In recent years, China has also promulgated a series of fire safety laws and regulations, mainly involving flame retardant and fire protection standards for various materials. With the further development of our economy, people's awareness of fire safety will gradually increase. Fire safety requirements drive material manufacturers and governments to provide people with products that meet fire standards.
II. Industrial Policy Support
As a plastic modification additive, flame retardant is an industry encouraged by the country.
The National Development and Reform Commission's "Industrial Structure Adjustment Guidance Catalogue (2005 edition)" encouraged industries include: "New additives for processing synthetic resins, new adsorbents, high-performance additives and compounding technology development, large-scale synthetic resins and new synthetic resin processes , New product development. "The National Development and Reform Commission's" Industrial Structure Adjustment Guidance Catalogue (2011 edition) "encouraged industries include:" Technology development and application to reduce and control dioxin emissions; alternatives to persistent organic pollutant products Development and application. "The subject of" Development of Decabromodiphenyl Ether Flame Retardants "jointly undertaken by Beijing Institute of Technology and the issuer is a sub-topic of the National High-Tech Research and Development Plan (863 Plan). Priority control of research and development of alternative products and alternative technologies for persistent organic pollutants ". The company's R & D and production are in line with the encouragement direction of the national industrial policy. At the same time, according to the appendix "National Key Supported High-tech Fields" of the "Administrative Measures for the Identification of High-tech Enterprises" (Guokefahuo (2008) No. 172) jointly issued by the Ministry of Science and Technology, the Ministry of Finance, and the State Administration of Taxation, it was explicitly mentioned that "New rubber and plastic additive technology" belongs to the high-tech field supported by the state. Organophosphorus flame retardants are a new type of rubber and plastic additives.
In December 2011, the National Development and Reform Commission and the Ministry of Industry and Information Technology issued the `` Notice on Carrying out Special Relevant Work on Industrial Revitalization and Technical Transformation in 2012 '' (NDRC Industry No. 20113063). The annex clearly states that “environment-friendly water treatment agents and rubber and plastics Agents "and" halogen-free flame retardants "are categorized in the fifth high-end chemical product.
In May 2012, the National Development and Reform Commission issued the `` Notice of the General Office of the National Development and Reform Commission on Inviting Organizations to Declare Investment Conservation and Environmental Protection in the 2013 Central Budget Investment Alternative Projects '' (NDRC Environmental Capital 20121335), which is specified in the annex. The "flame-retardant insulation material" is included in the selection of "building energy-saving" projects. The polyurethane rigid foam flame retardant produced by the company is mainly used to produce flame-retardant insulation materials.
As can be seen from the above industrial policies, China's policy guidance on the flame retardant industry has shifted from the development of high-performance products to the development of both high-performance and environmentally friendly products. The formulation of these policies provides a good policy support for the structural adjustment and healthy development of China's flame retardant industry, and can guide China's flame retardant industry to better participate in international market competition.
Three, the domestic market has a large demand for flame retardants
Because only a few developed countries and regions in the world such as the United States and the European Union have implemented laws and regulations for compulsory use of flame retardants, the global consumption of flame retardants is unevenly distributed, and is currently concentrated in a few countries and regions. With China's increasing emphasis on fire safety and the gradual improvement of related laws and regulations, the potential of domestic market for flame retardant demand will be gradually tapped. It is predicted that China's demand for flame retardants will increase steadily at a rate of about 15%. In fact, from 2005 to 2012, the consumption of flame retardants in other parts of Asia (excluding Japan) represented by China has increased from 18% to 29% of the world15. The large demand for polymer materials, and the flame retardant ratio that is currently significantly lower than the global average level, the future domestic market demand for flame retardants has room to grow.
24. The advantages of China's phosphate rock resources are more conducive to the development of the organic phosphorus-based flame retardant industry
For organic phosphorus flame retardant manufacturers, phosphorus is one of the essential raw materials, so phosphate rock resources are very important for organic phosphorus flame retardant manufacturers. China is rich in phosphate rock resources and ranks among the top three in the world with Morocco and the United States in terms of reserves. In recent years, in order to curb the large-scale, disorderly and low-priced export of phosphate rock in the early days, China has gradually increased the export quota restrictions and tariff ratios of phosphate rock.16,2008 is even more important for natural calcium phosphate, natural calcium aluminum phosphate and phosphate. A special export tariff of 100% is imposed on various phosphate mineral products such as chalk (excluding apatite), apatite and yellow phosphorus (white phosphorus). In this way, domestic phosphorus resource-related production enterprises can obtain better raw material protection than foreign competitors.
For bromine-based flame retardants, bromine is an essential raw material. 70% -80% of bromine in the world is used for the manufacture of flame retardants. In recent years, the price of bromine has been higher and fluctuated greatly. Since bromine is a non-renewable resource, China's bromine resources are not abundant, so phosphorus-based flame retardants have advantages over bromine-based flame retardants in terms of raw material supply.
Disadvantage
I. The domestic flame retardant regulations are in the process of being improved, and the implementation needs to be further strengthened
Because the addition of flame retardants will increase the cost of materials, and it is difficult to directly bring economic benefits to the material manufacturers, so in the initial stage of the development of flame retardants, you can only rely on the country to make relevant regulations and standards for mandatory Claim. Although China has successively promulgated a series of laws and regulations and application standards related to the flame retardant industry, such as the Fire Protection Law of the People's Republic of China, the Measures for the Management of Flame Retardant Products Labeling, and the Requirement and Labeling of the Flame Retardant Products for Public Places, However, compared with developed countries such as Europe and the United States, there is still a gap in the corresponding system construction. There are certain uncertainties in the implementation of laws and regulations. The problem mainly reflects the inconsistency between legislation and law enforcement.
Second, the downstream industry has not yet formed a flame consciousness in line with international standards
Because the domestic flame retardant industry is still in its infancy, there is still a large gap between public awareness of fire safety and international advanced concepts. For example, after a major fire in Jing'an District, Shanghai in November 2010, the public and the media unanimously attributed the accident to the building's use of polyurethane materials for exterior wall insulation, and considered flammable polyurethane materials to be the direct cause of the fire.
In fact, polyurethane foam has many advantages such as low thermal conductivity, good stability, easy construction, and environmental protection. It is an ideal insulation material to achieve China's building energy conservation goals. In foreign countries, polyurethane has been very mature as an external wall insulation material technology and has been widely used. One of the reasons for the "11 · 15" Shanghai fire was precisely because the polyurethane foam used in the building was not flame-retardant treated in accordance with the regulations and did not meet the B1 flame retardance standard stipulated in the "Code for Fire Protection Design of High-rise Civil Buildings. Belonging material is not qualified.
The above incident reflects that the domestic public and industry's understanding and understanding of material flame retardant is still a certain distance from the international advanced level. The concept of "flame retardant" has not yet gained popular support, and it may take a long time for the market to fully mature.
